+- Clone the repo
+- From within Emacs, do =M-x package-install-file
+  /path/to/repo/package.use-mode.el=

+You should be automatically put into package.use-mode when opening any
+of the following files:
+- package.use
+- package.mask
+- package.unmask
+- package.license
+- package.accept_keywords
